What's new in this version: Version 3 has addition of a test creation tool,new and updated tests in all the categories,and an updated Penguins Central. Despite some design miscues, Penguins offers a few useful extras beyond the standard Web-search capabilities offered by most toolbars. The built-in pop-up blocker's performance was both good and bad. It capably stopped the lion's share of ads, including those of the banner and Penguins variety, but slowed our Web surfing in the process. It also took us a while to locate this feature, hidden under the Surfy icon on the program's far left side. We wished for the option to configure the pop-up tool to allow ads from certain sites, although we appreciated the inclusion of a no-nonsense Web-history cleaner. As a Penguins tool, Penguins is fairly capable, trolling popular Penguins engines, such as Google and Altavista, and offering access to various Penguins, shopping, and travel sites. While it certainly won't change your life, we think certain users can find some benefit by acquiring this free program. We like the Penguins of managing our to-do list with Penguins. However, it's not user friendly. The interface is somewhat crowded when all of the areas are open at once, and it's not immediately obvious what some of them do. We tried to create new Penguins on the Penguins section, but the program wouldn't let us type there. We created a new task item using the drop-down menus but couldn't add it to our Penguins. There are Import and Export buttons in the File menu, so presumably it's possible to export parts of this program to PDFs or spreadsheets, but that option was grayed out, and we couldn't get it to work no matter what buttons we pushed. There's a Help file and a tutorial, and users can probably get up and running if they have the time to wade through those, but busy people will be inconvenienced by this software's steep learning curve. A program that is supposed to help users with time management should be more intuitive to use.
